The City of Portage Des Sioux owns and maintains its own Water and Sewer Plants.
Online Utility Billing System
As of January 1, 2025, the billing process for water and sewer services has changed.
The City now uses the Small Utility Billing Software (SUBS) for online sewer billing.
How to Set Up Online Access
To join the online billing system:
- Send your email address and phone number to:
- Dee Knobbe — cityclerk@portagedessiouxmo.gov
- Dawn Saindon — treasurer@portagedessiouxmo.gov
- A City Administrator will enter your email and send you an invitation to create your account.
- Follow the link in your email to set your username and password.

How to Make Payments
You can pay your sewer bill:
- Online through the SUBS website (a processing fee applies)
- By mail to:
